Places to film that are open to public?

I'm a local amatuer photographer and I would like some info regarding Clough Bottom Woods just outside the village of Weir, Rossendale.
Are these woods open to the public to take pictures or is it private land?

Is Clough Bottom where the reservoir is and its near to Water village?

If it is its owned by the water board and some parts have footpathes which you can walk on but others which don't have really should not be walked on, right that enough of the legal stuff if you want to really go there just do it but take care and remember you got lost in there didn't you.
