Oh bloody wonderful idea, you cant get rid of it so you are going to release a non native bug into the country.
The end is nigh!

It is a horrendous idea. Whole islands have been depleted of some or other wildlife because of introducing non native beasties.
Take for example the knotweed itself.
Will they never learn!

OH they will learn, in about 10 years someone's going to nudge someone else & say "You know, I dont think we should have done that!" because we will have been overrun with a bug that we cannot get rid of and its eating all our natural vegetation because its killed off the stinkweed.
But then whoever in government that made this decision most likely wont be there still when this happens so what do they care.

I managed to kill some knotweed last year - I waited till the stems were about an inch or so circular, cut them quite close to the ground then poked inside the stems to break the insides of the nodes (theyre a bit like bamboo inside) then poured in systemic weedkiller. It did the trick so I will attack a wider area this year.......
Why not try eating it instead of killing it?
A Restaurant in Brighton has put it on the Menu as a delicacy.
