I was reading the Bury Times a few days ago ,and the readers were complaining about people not picking up their dogs droppings, with some people taking it home on their shoes.What is like in other districs,Rawtenstall, Waterfoot etc? It is very rare you see it here,infact ,never on the streets.They have notices in all parks etc,anyone with a dog (must be on a leash at all times)will have a small scoop & a plastic bag to attend to this problem & if they don't ,a passerby will remind them.I'm not saying it's 100%,but it's close .I was in the Isle of Man twice during the 90s and this problem was on every street,and we all know it's not the dogs fault .J. It all gets put in plastic bags and thoughtfully thrown over the railway bridge at Hareholme to litter the river bank or float off down the river for the nice folk further down stream to appreciate. All dogs should be made to wear pampers while out in public as the owners are incapable of carrying their pooches crap as far as the nearest bin (and there are plenty around) let alone taking it home with them. Why do people put it in plastic bags only to discard it into bushes? Could it have something to do with the fine? 1000 max for dog fouling or put it in a plastic bag, throw it in a tree 80 fixed penalty? They should fine people who put it in plastic bags before leaving it a minimum 2000. Rant Over!!!!!

I am all for every dog owner who is caught letting the dog foul and not picking it up doing 25 years community service going round picking up every other piece of dog crap that every other inconsiderate bas*ard has left until the problem is solved

Yeah, force them to make babies, stand in dog crap then let their little babykins crawl through it, rub it in their eyes & mouth & get some horrible disease, then lets see how they blooming well like it.

I go running along streets, parks and countryside and dodge dog poo all over the place.

The problem these days is that you risk a barage of personal abuse if you say anything to most dog owners that walk away from poo that their dog has just done.

A mate of mine in the Wigan area, went up to 20 owners walking their dogs in public places - mostly parks. He asked if he could borrow "one of those small plastic bags" from each of them.

16 out of 20 said they didn't have one! So guess what was going to happen when their dog pooped.

I drive past that strip of grass up past the Jester pub. It seems to be the 'local' place to exercise your dog. Rarely do I see anyone walking behind their dog with anything to pick up the mess.

its not the level of the fine, it is the enforcement that is lacking.

What it needs is for enforcement officers to be sat waiting at hot spots to record them in action & to go (with legal powers) and enforce the fines on them.

BUt there is no money for many enforcement officers so it just does not happen.

All it needs is to sort out the worst problem areas then collect the large fines as well as confiscating the dog and banning the owner from having a dog ever again this a very strong way but it will nip it in the bud.

It could be self funding ... especially if the enforcement officers got a cut of the fines.

But then there is opportunity for them to be over zealus & perhaps too heavy handed & not entirely honest.

It needs some to go out, with video camera to record the offense & then have the power to stop & get the identity of the owner.

Preferably someone big & imposing.
